Política CTI desde la cooperación multilateral: Oportunidades para Parques Tecnológicos en América Latina

Resumen

América Latina pretende avanzar hacia un desarrollo humano, sostenible y local requiriendo para su logro espacios de vinculación de actores que propendan hacia una interrelación productiva. Se identifica a los parques científicos y tecnológicos (PCyT) como tales, motivando una investigación cualitativa con el objeto de alcanzar una aproximación de las tendencias de la política científica, tecnológica y de innovación (Política CTI) orientada a la creación y/o fortalecimiento de estas estructuras en la región. Este estudio se aborda desde las políticas concertadas entre los gobiernos nacionales de los países del mundo, quienes suscriben acuerdos, convenios y/o programas en el marco institucional de la cooperación internacional. Se identifica la existencia de un marco institucional en el ámbito de cooperación multilateral que propende a incentivar el diseño de políticas, la elaboración de planes e implementación de instrumentos con propósitos de promover nuevas iniciativas o de fortalecer las existentes, reconociendo el rol fundamental que los PCyT pueden ejercer como medios de innovación, emprendimiento, y articulación de sectores productivos, científicos y tecnológicos, públicos y privados, en aras de avanzar hacia la búsqueda del desarrollo que se pretende alcanzar.

Abstrac

STI policy from the multilateral cooperation: Opportunities for Technological Parks in Latin America

Latin America tries to advance towards a human, sustainable and local development requiring for its profit spaces of entailment of actors who prohang towards a productive interrelation. The scientific and technological parks (PCyT) are identifying like such, they were motivating a qualitative investigation with the object of reaching an approach of the tendencies of the science, technology and innovation policy (STI Policy) oriented to the creation and/or fortification of these structures in the region. This study is approached from the arranged policies between the national governments of the world countries, that subscribe agreements and/or programs within the framework institutional of the multilaterall cooperation. The existence of an institutional frame in the scope of study is identified, that to promote the design of policies, the development plans and the implementation of instruments with intentions to promote the new initiatives or to fortify the existing ones, recognizing the fundamental roll that the PCyT can exert like means of innovation, entrepreneurship and joint of productive, scientific and technological sectors, private and public, for the sake of advancing towards the search of the development that is tried to reach.
